By-laws

 

ARTICLE 1

Section 1

This organization shall be known as the Adams Fire Department Post #0137

Section 2

This organization shall not exceed 15 members; others that wish to join shall be placed onto a waiting list.

ARTICLE 2

Section 1

There will be no handling or consuming of alcoholic beverages by any member.

Section 2

There will be no smoking or use of tobacco products by any member.

Section 3

There will be no handling of illegal drugs.

ARTICLE 3

 

Section 1

Members shall maintain quiet and orderly while meetings are in session.

Section 2

Section 3

Post #0137 will meet every Tuesday night except on holidays and cancellations unless otherwise advised.

Section 4

Every member must attend 75% of the meetings in the year as advisors deem necessary.

Section 5

The post will review and read the by-laws on their first meeting in February. This Constitution and the following by-laws may be amended or acted upon, being presented at one regular meeting and voted on at the next regular meeting, favored by two thirds of the members present.

Section 6

All new members will be on probation for a one year time. The executive committee and advisors will evaluate probationary members once every three months. Non-probationary members will be evaluated every six months.

Section 7

Any members placed on probation shall be evaluated at the end of the probationary period.

Section 8

Any Explorer that is a member of any Fire Department, can not hold an office.

Section 9

All members will be assigned full turnout gear if available. This consists of helmet, coat, bunkers, gloves, hood, and a blue shirt.

Section 10

Any member that misses more than one month of meetings, and doesn't let anyone of the chiefs or advisors know, will go on a waiting list. There will be no exemptions.

Section 11

At any time that the explorers are at the fire hall, for any function, they will stay at the fire hall unless they ask an advisor's permission to leave. There will be no exceptions. if you violate this, the advisors will decide on the disciplinary actions.

ARTICLE 4

Section 1

Any member not attending 75% of the meetings and 50% of the trainings in the previous year can not hold an office

Section 2

Election of new officers will be the first order of business at the November meeting. The officers (executive Committee) shall be the following:

Chief

1st asst. Chief (administration)

2nd asst. Chief (Program)

Secretary

 

Section 3

The Chief shall have the power to preside over meetings. Preserve order appoint all heads of committees, have authority, to excuse any members at meetings, and to perform the duties necessary for the good of the post, including all activities and fire scenes.

Section 4

The 1st asst. chief shall assist the chief in all his/her duties. In the absence of the chief, 1st asst. chief shall perform the duties of the chief, the 1st asst chief is also in charge of all paper work pertaining to the post.

Section 5

2nd asst. chief shall asst the chief in all of his/her duties. In the absence of the chief and the 1st asst. chief he/she shall perform the duties of the chief. The 2nd asst is also in charge of the program for the evening, or any special events.

Section 6

Secretary shall take notes at all the regular and any special meeting that the post may have. Also give a treasurers report at all meetings. In his/her absences the chief will appoint someone to take notes.

Section 7

A Captain\lieutenant shall be appointed by the three chiefs to act with the powers under the three chiefs. In the absence of all the chiefs at a fire call, the captain shall take charge until the chiefs or one of the assistant chiefs arrives.

Section 8

Any explorer that is a member of any Fire dept. CANNOT hold an office.

Section 9

All members will be assigned full turnout gear, if available this consists of helmet, coat, bunkers, gloves, hood, and a grey shirt.

Section 10

Section 11

At any time that the explorers are at the fire hall, for any function, they will stay at the fire hall and will not leave unless they ask an advisor. There will be no exceptions. If you violate this the advisors will decide on the disciplinary actions.

Section 12

An Adult committee shall be appointed by the advisors to audit the treasurer’s books yearly. The advisor shall appoint a post committee person.

Section 13

No elected officer of this post shall make or second any motion depending on the number of members present

Section 14

 Impeachment of any officer who fails to live up to the bylaws of the post requires a vote of two-thirds or more of the members present. An election of that office will follow.

ARTICLE 5

 

Section 1

Any member accused of violation article 2 section 1-3 will be investigated and if found guilty by the Executive Committee and Advisors will result in an immediate dismissal from the post.

 

Section 2

Violation of any section in article 2 and 6 not already mentioned in article 5 will result in punishment decided by the Executive Committee and the Advisors to the seriousness of the violation.

ARTICLE 6

Section 1

Policy and procedures will be established by the officers of the post and the

Advisors and are as follows:

Chiefs will be in charge and will be directed by the advisors or fire chiefs.

No explorer shall ride on fire department apparatus unless instructed to do so by the Driver or AFD chiefs permission .

   

3

Explorers shall not respond to any reported  MVA.

   

4

The Explorers are not permitted to enter a working fire scene under any circumstances

   

5

The Explorers are not permitted to enter a fire scene (after extinguishment) unless instructed by an advisor who in turn has received approval from the Chief

   

6

All Explorers will obey all traffic regulations and yield the right of way to all Volunteer Firefighters, Chiefs and Emergency vehicles.

All Explorers will keep their motor vehicles or bicycles a safe distance away from the fire scene.

The Explorer Post shall consist of Fifteen (15) members, and can be expanded at any time, with approval from the advisors.

Dues for our post will be $10 dollars, due upon joining the post

A quorum of six (6) members of the Explorer Post will be required to conduct a Regular Meeting and the Annual Meeting.

NO Explorers shall take gear off the rack without the chief’s permission.

Explorers shall respond to the fire hall, when there is a fire.

All members are expected to be present at all post activities

   

14

Members shall represent the post at all times, by remain quiet and orderly,

   

15

Any Explorer not respecting a Firefighter or an elder, this means out of school or in school, will be dealt with by the (Advisors)

Contact the Chief or an Advisor if you are unable to make a meeting or an event.

   

17

Wear your Explorer tags at all times at the fire hall.

 

Section 2

Explorer Functions
 

   

1

At any function, Explorers are to go in groups of three or more.

SIX INCH RULE At any function including meeting) there will be no sexual contact what-so-ever (kissing, holding hands…etc)

At any function (meetings too) there will be no use of profound language including name calling or Bulling .

Coming to the fire hall and hanging out is a privilege. At any time you are here, other than a function. You must ask a fireman if you can come in  if they say yes you must conduct yourself with respect to the fireman. This means you must ask permission to play pool, foosball, or watch TV.

When asked to leave by a fireman, you are to do so with no complaints.

Other than helping the fireman to set up for BINGO, and picking up, you are to remain quit and respectful at all times.

Section 3

Any violation of article 6 section 2 the executive committee and advisors will meet in a special session and decided punishment of the accused.

 

I hereby agree to uphold this constitution and bylaws to the best of my ability. I understand that if I violate any of these laws that I am subject to punishment, set by the executive committee and the advisors.
